DISM /restorehealth, KB5048652, and In-place upgrade all fail-Win10 home

Hello awesome people, as the title says, I'm working with a pretty borked install and would just like to get it stable again. The system in question is a Dell Inspiron running Windows 10 Home Edition 22H2 OS Build 19045.4529 Windows Feature Experience Pack 1000.19058.1000.0.

KB5048652 fails with error: 0x800f0831, DISM fails with error: 0x800f081f at 100%, in-place upgrade fails before first reboot, sfc /scannow initially repaired corrupt system files but now only returns a clean report, will share setuperr or setupact as well as DISM.log if requested. SFCFix returns no corruptions detected. It has been a long while since I have had the pleasure of using this forum and look forward as always to the stellar people that help so many, thanks in advance.
