I could check in my history to find the info, but apparently that won't be necessary since I foudn out where the problem came from :
I check the error message again, and apparently the entry point GetUserDefaultGeoName is a function you only find in Windows 10 (see in requirements on this link GetUserDefaultGeoName function (winnls.h) - Win32 apps).
So basically i had to transition to Windows 10 to fix the issue, i did and it's working now...
