Done, the problem remains. I still think the issue is related to error 87 while trying to start the windows defender antivirus service, but microsoft diagnostic is terrible (wrong parameter - doesn't give a clue about the issue...)...

Can you do this (cause error 87), with ProcMon enabled and provide logs.

What options have you tried with Windows Repair from Tweaking.com?

Hi,

i tried repair services, registry and file permissions; windows update, app store fix, and restore services to default startup. All this was done BEFORE opening this thread, and the error stayed the same...

PS: Did also the reccomended steps of reparse point/enviroment variables fix befor running the other repairs.

You can try that, but make sure you have a good restore point available or a system backup.

Oh, sorry, I've misread that you have yet to try the environment variables...

Please try removing Defender through Features. Then reboot the machine and re-enable.

Sorry, but i can't find Windows Defender in Windows Features, the only thing i have is Windows Defender Application Guard, but is disabled and grayed out since i don't have VT enabled under bios i suppose (at least, that's what it's referring to while i hover the link).

Is there another way for removal?

Yep, tried Avast and Avira (not together) to mitigate the download problem with IE and Edge but to no avail, removed them via control panel + the dedicated tool for each, downloaded from the respective site.

UPDATE - ***FIXED***

Fixed in a "dirty" way, by starting the computer in Safe Mode with command prompt, renaming "C:\ProgramData\Microsoft\Windows Defender\Platform\4.x.x.xx.x" folder and copying over another Windows Defender version files inside.
Rebooted and the service started correctly, allowing me to update Windows Defender and allowing me to download from IE and Edge again.

I don't know if it's a permanent fix, but for now it's working fine.
