FRST Script

1. Please download Farbar Recovery Scan Tool and save it to your Desktop.
Note: You need to run the 64-bit Version so please ensure you download that one.
2. Download the attached fixlist.txt and save it to the Desktop.
Note. It's important that both files, FRST64 and fixlist.txt are in the same location or the fix will not work (in this case...the desktop).
3. Run FRST64 by Right-Clicking on the file and choosing Run as administrator.
4. Press the Fix button just once and wait. If for some reason the tool needs a restart, please make sure you let the system restart normally. After that let the tool complete its run.
5. When finished FRST64 will generate a log on the Desktop (Fixlog.txt). Please post the contents of it in your reply.

Let's check the permissions of a couple of the keys using the attached FRST script.

It's very odd, your permissions appear to be fine. Let's try and remove that particular update - it will likely fail - using the following instructions:

Remove Update Manually
1. Click on the Start button and in the search box, type Command Prompt
2. When you see Command Prompt on the list, right-click on it and select Run as administrator
3. When command prompt opens, copy and paste the following command into it, and press Enter
wusa /uninstall /KB:5017389

4. Let me know if it says it was successful or if there are any errors.
 
I followed your instructions which resulted in a popup window informing me
that that update is not installed. See attached screenshot.

You could try and perform an in-place upgrade again using the Windows 11 .ISO while selecting the option to download and install additional updates. It seemed to fail on your first attempt due to some missing keys, however, this time the issue appears to be related to permissions. Have you performed a clean boot as well?
 
I will try to do the in-place upgrade again selecting the option to download and install additional updates.

I tried to run the in-place upgrade but now the option to
keep my files and settings is greyed out. See attached
screenshot

The setup logs probably won't have much information but it may be worthwhile having a look regardless.

Download and run SetupDiag from Microsoft
  • Download
    60e45c659164d-SetupDiag.png
    SetupDiag to your desktop.
  • Right-click on SetupDiag.exe and select Run as administrator.
  • When completed the following files are created: "Logs.zip, SetupDiag.exe.config and SetupDiagResults.log"
  • Attach SetupDiagResults.log and Logs.zip to your next reply.

Additionally, you want to try and create an .ISO from UUPDump which will have the cumulative update installed. Please follow from Step 4 onwards using these instructions.
 
There's doesn't appear to be much useful information as suspected, I would suggest performing a clean boot and then attempting to update again, or building an .ISO from UUPDump and then perform an in-place upgrade repair using that.
 
I tried the clean boot last night and it left me with a system that would not
give me a login window to login so I had to do a system restore to an
earlier point. I guess I can try the UUPDump option. This is getting very
frustrating. I wish now I had have just stayed with Windows 10.
 
A clean boot shouldn't cause any login issues, did you disable only non-Microsoft services and processes?
 
Yes, I disabled only non-microsoft items and rebooted several times however no login prompt was presented
so I booted from a USB key and restored to a earlier restore point to fix that.

On another note, I took your advice and created an ISO image from the UUPDump site adding in the updates.
I did an in-place update and it worked so I am now all up to date. Thanks so much for your help through this
process. It is much appreciated.
 
That's great news, glad you were able to get updated in the end, hopefully you won't have any future issues with Windows Update.
