I wonder what caused so many files to be missing from the same location: could it be a missing or defective cab/zip file in the instalation iso? Did these files belong to the same "bundle" in Win7 Ultimate's image?
Judging by the version number of the components, they all appear to have been part of an IE11 update which KB4534310 is dependent upon hence why it's struggling to install.

I wonder what caused so many files to be missing from the same location
The files seem to be present, it's just the f! marks are missing from the registry so Windows Update isn't able to locate those files on the hard disk.

Sort of, they keep track of what should be associated to a particular component in the WinSxS folder.

I was thinking the same; you can find out which package(s) they're referred by, but a faster way should be to zip up the files in the following folder:

Inside, you'll see a collection of folders along with some manifest files and .cat/.num files. Please create a new .zip folder and copy the named .manifest files. By named, I mean ones which have a human-readable name like x86_microsoft-windows-i..trolpanel.resources_31bf3856ad364e35_11.2.9600.19463_pt-br_aa63cc28b18cbdc9.

Could you please upload the latest version of your COMPONENTS hive too?
