KB4534271 Fails after reboot (using either WU/MSU) - Windows Server 2016

The update downloaded and installed normally from Windows Update and rebooted. After the reboot it came back up to "Getting Windows ready" then to "Working on updates... ??%" It made it to 7% and rebooted, upon the reboot, it stated that something went wrong with the updates and reverts, and reboots back into the GUI.

The other updates installed successfully, for Excel and Outlook... I'm doing another round of installs now with that update. Going to watch it again.
 
It did the same thing, rebooted, goto "Working on Updates... 9%" and immediately went to shutting down the Trusted Installer service. Then...rebooted, reverted updates, rebooted. Attached is the requested file.

I checked another Server 2016 server I have and the folder is present. So I have a copy of that folder that's missing.
 
Roger. Folder has been added back. Windows Update is doing it's shenanigans again sitting on Downloading... I'll update when I can.
 
That new file is 1.8MB the previous one I provided was <1MB. It's definitely a new file. Same errors? I did put that folder in place.
