Microsoft tests new Windows 11 tool to remotely fix boot crashes

Ok then, but it's not the panacea some might think. Here's the key phrase from the second link above (my highlighting). I read a similar phrase in the original link too...
With quick machine recovery, when a widespread outage affects devices from starting properly, Microsoft can broadly deploy targeted remediations to affected devices via Windows RE—automating fixes and quickly getting users to a productive state without requiring complex manual intervention.
This isn't for the type of BSODs we deal with on here, this is for the Crowdstrike type of BSOD from last year.
 
Seems like a v2 of the startup repair, but relying on the internet to check with Microsoft on the step to take makes me curious how it behaves without internet connection or would it fallback to the ordinary startup repair.
