Some services are not running.
There are 2 antivirus programs installed which is not good. Which antivirus program do you use, I noticed "Microsoft Security Essentials" and "Kaspersky Total Security" ?
 
Normally I'd use Kaspersky, but it's expired at this point.
As I said before, I cannot uninstall it due to some error dialogs it throws.
I see Kaspersky has a removal tool on their website I could try, which seems to be working.
I can try to remove Microsoft Security Essentials too, I don't really care about keeping them if I can just reinstall them once the Windows installation is working properly again.
At this time, I'm sure the issue is still within the Windows services themselves more than anything else, as the Diagnostic Policy Service could not start to troubleshoot my network issue.
I think I forgot to mention that, but I did mention earlier I think there is likely something wrong with the permissions on the system, so the system files are intact, but their permissions are not, so when the programs run they can't do what they're supposed to.
I imagine icacls is the solution here, but I'm not sure if it will be enough...

Ok, great. That was my next step but you already did that.

To verify the cleanup of Kaspersky please run a new scan with FRST like you did in message #12 and provide the logs. If you prefer post them in a private message.
The next fix will include some fixes created from the earlier FRST scan.
 
It seems things are working "better" now, I tried to remove the Visual Studio Redistributable again and it told me the resource wasn't available and was on a removable/external source, similar to the earlier Kaspersky error.
I haven't yet removed the Microsoft Security Essentials, but it seems that wouldn't be a problem at this point if need be.
I will probably only be able to address this thread on weekends for the next few weeks unfortunately.

I tried to remove the Visual Studio Redistributable again and it told me the resource wasn't available
Lets try following tool.
Download the AVG Remover.
Note: Disable the realtime protection of your antivirus program first.
Doubleclick the tool AVG_Remover.exe and click Continue.
The tool will scan your machine for installed AVG products and show them in a list.
Select the found product and allow the tool to remove it.
Follow the instructions that appear and restart the machine when being asked.

I will probably only be able to address this thread on weekends for the next few weeks unfortunately.

The AVG remover didn't detect any AVG stuff to remove, but gave me the option to run the remover anyway, so I did that but while it was running it said it stopped working correctly.
This is not the usual dialog from Windows saying the program stopped responding, but a message from the AVG Remover itself. Anyway I closed the dialog and the program ends and tells you to restart, did that 3 times.
It still hasn't removed the Visual Studio Redistributable entry from the programs list, which is what I'm assuming you're after. It's never had a directory location btw so I'm pretty sure it doesn't actually exist anywhere.
Pretty annoyed your fixlist emptied my temp files. Presence of temp files definitely isn't going to be interfering with my ability to successfully complete a DHCP "handshake".
Missing, corrupt and misconfigured files are problematic, not excess files.
Also really unsure why you're touching my context menus, shell icons and toolbars!?
You seem so concerned with what's installed on this computer, yet you've never asked me to boot into safe mode, which wouldn't be accessing/running any of the bloat you're targeting here.

Indeed. Not sure why it refuses to uninstall. I does still exists otherwise Windows Uninstaller should just remove the blank entry. We just leave it for now.

Cleaning the temp files shouldn't harm the machine. It will automatically be done when the machine lacks free space.

These were all empty entries.

I'm sure you'll find that many services fail to start depending on where you look, I just feel that solving the internet problem first will simplify fixing of other problems.

Run Windows Repairs
  1. Download
    51a76de01d28c-Icon_Windows_Repair_All_in_One.png
    Windows Repair (All-in-One) Portable to your desktop.
  2. Once the file is downloaded, right-click on the file on your desktop and choose Extract All...
  3. Keep the defaults and click the Extract button.
  4. A folder named tweaking.com_windows_repair_aio will be extracted to the desktop. Once the extraction is complete the folder will open.
  5. Inside this folder, there is a folder named Tweaking.com - Windows Repair. Open this folder as well.
  6. Note: Please make sure all of your programs are closed and anything you were working on is saved as we will be rebooting.
  7. Double-click on Repair_Windows.exe to open.
  8. When the program opens, click the Reboot to Safe Mode button at the bottom of the screen. Answer Yes to allow.
  9. Once rebooted into Safe Mode, open the program again. When the program opens, click the Repairs tab and click the Open Repairs button.
  10. A backup of your registry will be made. After a few moments you will have many options from which you can choose.
  11. Please click the Unselect All button and then click to enable only the following ones:
    • Reset Registry Permissions
    • Reset File Permissions
    • Reset Service Permissions
    • Register System Files
    • Restore Important Windows Services
  12. Ensure the Restart/Shutdown System check box is selected and click the Start Repairs button in the lower right of the screen. This may take some time to run so be patient.
  13. Once the fixes are complete you will be prompted to restart your machine. Answer Yes.
 
Is there no log file you want to see?
Anyway it worked.
AVG Remover ran without error but still didn't remove the Visual Studio Redistributable, but now CCleaner starts and I could also attempt to uninstall the Visual Studio Redistributable myself through the Windows Programs and Features application too.
Should I now try SURT again?
At this point, I don't believe there are any "new" errors that I'm wanting to fix.
I've had an error with the Task Scheduler for many years before the current hard drive failure issue that we could fix too if you're up for it lol
When I start the Task Scheduler, it spits out 2 different dialog boxes.
1. The selected task "{0}" no longer exists. To see the current tasks, click Refresh. (There are MANY of this dialog box that spawn)
2. Task Scheduler service is not available. Task Scheduler will attempt to reconnect to it. (No matter how long I wait or how many times I restart the Task Scheduler, these errors don't go away)

In addition, both Security Essentials and Windows Defender fail to update (Both should still be getting updates. The last I heard of anyone running into issues with this was in May)
The Defender error is the same one I saw on another device entirely, running Windows 8.1. It's error 0x80072F8F, which users have even seen on Windows 11 and I experienced myself on Windows 10. Usually that solves itself with time due to it likely being an issue with servers/networks on MS's end.
The Security Essentials error is 0x80240037
 
Indeed no log file is needed after running Windows Repair this time.

To see the current state of your machine and investigate the remaining issues perform a new scan with the tool FRST.
FRST Scan:
  1. Right-click to run the tool as administrator.
  2. Note: Ensure that the Addition.txt check box is checked at the bottom of the form within the Optional Scan area.
  3. Press the Scan button.
  4. Please wait for the tool to finish. It will produce two logfiles called FRST.txt and Addition.txt in the same directory the tool is run from (which should be the desktop)
  5. Post the logfiles FRST.txt and Addition.txt as attachment in your next reply.

Okay I'm seeing that you are trying to reference user directories using the usernames in my logs, but I modified those after the first log I had sent.
I've been consistent in my naming so it shouldn't be much of a problem to correct this, but I hope this didn't mess things up too much.

I know you change log files to hide usernames. There was no need to restore them in the lastest fix.
Any improvements after the latest fix ?

Do you still use LogMeIn and Malwarebytes ? Both have disabled services which makes them useless.
 
I haven't used either in a long time, which is why they are disabled. I forget if I had enabled the Malwarebytes service when you asked me to run it earlier... Probably didn't and that might've been why it wouldn't run, oops.
Do you still want me to run a scan with Malwarebytes? I also haven't yet removed the Visual Studio Redistributable.

There's been no improvements to the Task Scheduler, Defender or Microsoft Security Essentials.
The result of the Task Scheduler error is that none of the logs populate, it just says Reading Data Failed. I can still view tasks manually through the tree, but the Task Scheduler (Local) tab shows neither the Task Status nor Active Tasks.
I believe some directories may not be populating with their tasks either, there are a lot of seemingly empty ones.
I also found that clicking the Application Experience directory triggered the same dialogs as before, with complaints about the Task Scheduler service not being available and tasks no longer existing, however upon restarting the Task Scheduler and trying to visit it again, I didn't get those dialogs, though the directory remained empty, as did the Active Tasks list and Task Status windows.
 
Your version of Malwarebytes is obsolete so best to enable the service again and restart the machine. After the restart either uninstall it or run Malwarebytes and see if it updates and scans or not. If not, uninstall it.
You can keep LogMeIn if you like.
