Monitor Philips 223V7QHSB doesn't go sleep after my pc shut down

What's your current power plan (in Control Panel\Hardware and Sound\Power Options)?
What's the setting of "Turn off the display:" ?
Does it turn off the display or do you get the same behaviour (of shutdown)?
 
Because I am using an SSD the drive is not allowed to turn of by itself.

But when the pc or drive is shutting down by itself after 20min i.e. then monitor is going to sleep mode and is not waking up or turning on by itself.
I had tested this situation and that was the result.
 
Open device manager (and see if yellow triangles are present).
Expand human interface devices, mice and keyboards: check if there is an older HID not needed.
Or try to substitute mouse and keyboard.

You can also post a screenshot of them (someone else could see a problematic device, based on his experience).

There is no yellow triangles.

Also now I am creating a new fresh installation of Windows 7 (x64).
I know that this is not having any sense but I will try just to see if there is something with Windows 10 LSTB (Enterprise).
