Ive installed and uninstalled stuff but i didnt install Microsoft Pro Plus 2.27.22

I have no idea what that is. It isn't shows in the screenshot.

Try to install KB3046269 only.
When successful reboot the machine.
Check Windows Update and provide a screenshot of the available important updates.

Peter can we just get pass on this Im willing to install and upgrade to Windows 10 then to Windows 11, but i cant see me another month of this.
Only question i have is is it possible that the issues im experiencing will continue on with the installing of a new OS?

Okay.
I think the best option to get Windows 10/11 installed successful is to install it from scratch.
Or use a new disc in this machine to install it on. You can use the current disc with Windows 7 as a second disc.

That’s my thought what’s your thoughts? When you say clean install what you mean, create bootable usb flash drive? Is that hard to do? The only Win 7 disk I have is the Win 7 Professional.

Doing a Completely Clean Install or Reinstall of Windows 10

Choose the complete clean install.

You know Peter we can continue to try an fix the Windows 7 issue but in the end Windows 10 is gonna happen. I wouldnt mine continuing but it seems to be taking a really long time. Lol. What do I need to do to start the upgrade process flash drive and Cd or DVD rom?

Don't upgrade. Install Windows 10 from scratch as @xrobwx71 explains in message #229.
