This did the trick! I had to manually take ownership and set ntfs rights of the winsxs folder because the folder "amd64_microsoft-windows-appmanagement-uevwow_31bf3856ad364e35_10.0.17763.1_none_37fc55b8be8a44ae" did not exist and had to create it manually. And restored the rights and ownership manually after creating the folder.
The server has installed the update, rebooted and says You're up to date!
