After reviewing this with another expert, you have a very weird case here. There is nothing shown in any of the logs that helps us...

One suggestion though - please navigate to:

C:\Windows\TEMP\

And delete the following file: IE1B758.tmp

Not sure if it will help, but worth a shot!

I do not see that file in the C:\Windows\TEMP\ folder only IE9BDC.tmp

I don't like saying this, but I'm at a loss with this. I have discussed this with Tom982 and neither of us can come up with a solution. The logs are not showing any issues.

The final step is to perform a Repair Install. This will almost certainly fix your problem.
