OK..... so where this pc is located, I do not have access to a physical router. I am connecting via wifi. With a clean boot I will lose wifi access. Should I look for that update, download it and try and install it manually?

No, I specifically need Clean Boot, because these issues can be caused by an interference of something that was installed.

Can you temporarily remove antivirus software and try installing the update again?

Yes, I understand about Clean Boot. So if I have the update downloaded to my desktop, I can do a clean boot and try and install it manually.

I will go ahead and temporarily disable AV and try the update again....... standby
