Can you try going into your downlevel folder and deleting api-ms-win-core-sysinfo-l1-2-0.dll?

I cant delete as I need permission from trusted installer

Ok deleted now and running DISM again

Extract the file from this zip and copy it to the downlevel directory: Win 10: Feature update to Windows 10, version 1709: Error 0x800700c1

Lo and behold runs to 100%. DISM log attached. Assume I rerun ISO?

Success at last. That deletion was the last thing needed. Ran the 1709 update....took ages but was successful. Ran check for updates and got the consolidated one over 1709 as of 23 April and installed ok. So now completely up to date. Moral of the story is:
Raise issue with Sysnative
Have an expert help (softwaremaniac)
Fix SFC issues
Fix DISM issues and downlevel problems)
Download 1709 as ISO
Install offline without checking for updates

and you're done!
