Win 11 22h2 and 23h2 unable to update after July CU

Having this issue on a handful of windows 11 22h2, unable to install any CU after July.
Have tried to resolve, sfc and dism are all clear.
I've extracted the install.wim from a 22h2 iso, and dism with that as source.
dism with \\ip\c$\winsxs source from a 22h2 PC on local network that is updating fine and on current CU
Managed to wusa kb5027397 on to go from 22h2 to 23h2 but behavior persists.
Trying to avoid in place upgrade or reinstall
