[SOLVED] WIN 7[64] / KB4480970 Received and installed, but receive again and again

Check Windows Update again and report the result.
 
Start the System Update Readiness Tool (SURT) again.
On completion, attach the logfile C:\Windows\Logs\CBS\CheckSUR.log in your next reply.
 
Provide a list of installed Windows Update:
  1. Click the Start button and then type cmd in the searchbox. Right-click on cmd that comes up in the search results and select Run as administrator.
  2. A User Account Control dialog may come up asking for approval. If it does go ahead and allow.
  3. A command prompt window will open. Copy/Paste the following into the command-prompt and hit enter.
    wmic qfe list brief /format:texttablewsys > "%USERPROFILE%\desktop\hotfix.txt"
  4. After the command runs there will be a file on your desktop named hotfix.txt.
  5. Please zip/attach this file to your next reply.
 
Remove Update Manually
  1. Click on the Start button and in the search box, type Command Prompt.
  2. When you see Command Prompt on the list, right-click on it and select Run as administrator.
  3. When command prompt opens, copy and paste the following command into it, then press enter.
    wusa /uninstall /KB:4489892
  4. Let me know if it says it was successful or if there are any errors.
 
After reboot KB4489892 received as recommended update.

Install success
Reboot PC
Received again KB4489878 with size 31kb :(

Now again removed:
Code: 
wusa /uninstall /KB:4489892
And withing recommendations from you.
 
Do not install any updates until I tell you to.
Perform the instructions in message #88 again.

Try to install KB4489878 only and report the result.
 
The complete update 2019-03 is installed so there is no need to install the preview version of this update.
