As of 15.02.2020 the problem still persists. I cannot install Monthly Rollup - this time KB4537821 of February. There was 5 important updates when I search it this morning, 4 of them installed successfully, one mentioned above failed, error 80073701 - there was a problem with Windows Update Center. scf /scannow as always "...found... but couldn't repair...", DISM this time "couldn't download files".
