Pnputil-e is not recognized as an internal or external command operable program or batch file
Instead of pnputil-e I used DISM.exe /image:c:\ /get drivers and then get rid of Asmedia XHCI controller (USB 3.0) and daemon tools drivers.
Chkdsk C: /f /r found no errors (error code 50)
sfc /scannow /offbootdir=C:\ /offwindir=C:\windows - "Windows Resource Protection could not perform the requested operation." or "There is a system repair pending which requires reboot to complete. Restart Windows and run sfc again."
DISM /Image:C: /Cleanup-Image /RevertPendingActions - Option is unknown. The DISM log file can be found at C:\Windows\Logs\DISM\dism.log. - There is no log. (error code 87)
Windows 7 startup repair tool - ran 3 times in a row - different messages: fixed some errors and then message that system should run after reboot. Not working.
Winsxs folder there is no file C:\windows\winsxs\pending.xml. There is a file Reboot.xml (I moved it to another folder) - Not working.
BSOD c000021a - (This error occurs when a user-mode subsystem, such as WinLogon or the Client Server Run-Time Subsystem (CSRSS), has been fatally compromised and security can no longer be guaranteed. In response, the operating system switches to kernel mode. Microsoft Windows cannot run without WinLogon or CSRSS. Therefore, this is one of the few cases where the failure of a user-mode service can shut down the system.
Mismatched system files can also cause this error. This can occur if you have restored your hard disk from a backup. Some backup programs might skip restoring system files that they determine are in use.

Last good known configuration, Safe mode and other option from F8 - not working.
Changing from AHCI to IDE in BIOS - no change.
So far I didn't try to remove CMOS battery and checking RAM with memtest.
Is there any option to import/export (migrate) installed windows updates to a new system?
