OK, attempt Windows Features again. If the list doesn't populate, please zip/attach the CBS.log again. This should reveal the root cause which may be Package_for_KB3004375~31bf3856ad364e35~amd64~~6.1.3.1.mum.

It populated actually. should I attempt updates? It hasn't been able to install updates for a while.

If its updates, I have to attempt this around Monday night.
 
OK, please attempt to install only one of the failing updates and let me know the KB of that update. When it fails, please zip/attach the c:\windows\logs\cbs\cbs.log. I should be able to see what's going on.
 
Please do the following.

Delete Restore Points
1. Please click your start button, right-click on the Computer menu item and select Properties as show below.

2. Click on the Advanced system settings link.

3. Click the System Protection tab and then click the Configure button.


4. Click the Delete button. You will be asked to confirm. Click Continue.
You will get a message telling you when it's complete. Click Close on the message. Note: If you get any error message trying to create the restore point let me know and don't continue.
 
I have deleted all restore points and tried the updates and still failed.

I then tried deleting all restore points and manually creating one and the manual restore point creation worked.
 
Since its now the month of June, the update in Question is now KB4022179. Tried and failed. Here is the CBS.log
