The information we provide on this issue has resolved the handful of users who indicated these updates where already installed or installed by another means similar to what you describe. It was only after actually following the information we provide they were able to actually resolve the matter.
There was one case where both were installed and yet we were not allowed to install. In that case it turned out that despite the proper updates being installed, the user's registry was somehow set at read-only and the necessary registry keys were not updated.
The solution is available for your use. The choice is now yours to proceed and resolve the matter with that information. The only other alternative we can provide is to upgrade to Windows 8 or greater since the the requirements of these updates are already installed with the operating system.
