Windows 10 - Auto Minimizing Windows, Instant Not Responding, Possible Corrupt System

Hmm. I'm kinda running out of ideas what could be causing these auto-minimizing / programs randomly flashing not responding issues. I don't really want to reformat - are there anything else I can be looking at?
 
Have you tried creating a second user account for testing purposes? If the other account doesn't have the problem, then it might be a preference associated with the user account.

I ran the computer under a separate account for about 2 days now, haven't seen the issue I've seen under my old Admin account. Probably not long enough, but I'm starting to wonder why that is. Given, under the new account I don't have much installed, but I still ran the old applications where I had issues with: Chrome, Outlook, and Line. So far seems to be fine.

Not sure how to put this, but is there any way to "refresh" my Admin account so it's "clean"?

Weird thing I noticed though - I have a corded mouse. When I move the mouse too quick, it doesn't register; for example, I'd move way to the left, on screen it will stagger maybe 2-3 steps to the left. It happens on both account.

I'm not sure. I know that the Windows settings could be backed up and restored using Windows Easy Transfer in earlier versions of Windows, but it is no longer included with Windows 10.

Do you have a spare mouse to try? Are you using a mouse pad, and if so is it plastic or cloth?
