Did you run Windows Repair AIO with Admin Rights (right-click, Run as Administrator)?

In safemode there is no "run with admin rights" thats default. But yes i did run it with admin rights.

It seems like your permissions are all messed up. Sadly, there's not a lot that can be done in this situation. Luckily, since you're running Windows 10, you can easily run a Repair Install on your system by downloading the Windows 10 .iso using the Media Creation Tool.
