Unfortunately, no luck on my VM, so it seems this is a strange bug and there are also no clear errors. I think it might be better to perform a repair install with the 24H2 iso.

I think I'll wait for the next big W11 update to see if it does fix it. It's not something OS breaking for now. Thanks for you time and help. I'll update if by any chance I find something or it fixes with updates.
The next build will be released next year, but maybe it will be fixed with one of the upcoming Cumulative Updates. However, this is a very strange issue.
