windows 2012 server std error 0x800f081f

hi,
I have been trying to install powershell 5.1 in this machine for days, sfc run without errors, but dism always says error 0x800f081f.

Is this server installed with the Korean language ?

Export registry as hive
  • Click on the Start button and in the search box, type regedit
  • When you see regedit on the list, right-click on it and select Run as administrator.
  • When regedit opens, using the left pane, navigate to the following registry key and select it by clicking on it once.
    HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Component Based Servicing

  • Once selected, click File > Export....
  • Change the Save as type: to Registry Hive Files (*.*).
  • Name this file ComponentBasedServicing (with no file extension) and save it to your Desktop.
  • Right-click on the saved file and choose Send To -> Compressed (zipped) Folder.
  • Attach the .ZIP file to your next post.
  • If the file is too large to upload here, please upload to Gofile or WeTransfer and just provide the downloadlink here.
 
Thank you for your help, I am so sorry for the delay; this is the hive you requested. The server only language is English.
When the problems began with this machine, I had to recover access to the registry, and I edited this from it:

[HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Component Based Servicing\PackageIndex\Microsoft-CertificateServices-PKIClient-PSH-Cmdlets-Package~31bf3856ad364e35~amd64~ko-KR~0.0.0.0]
"Microsoft-CertificateServices-PKIClient-PSH-Cmdlets-Package~31bf3856ad364e35~amd64~ko-KR~6.2.9200.16384"=dword:00000000

The server only language is English.
It looks like the Korean language was installed. Try to install it again and report the result.
