Windows 2019 1809 Update Issue

Hello everyone,

I'm having trouble installing CU 03-2025 on a 2019 server running version 1809. The installation gets stuck in a loop: the patch installs, the system reboots, and when I check for updates, the patch installs again, followed by another reboot — and this cycle keeps repeating.

I ran sfc /scannow, but at 71%, I received an error message.

Code:
"Windows Resource Protection could not perform the requested operation."

I then tried dism /online /cleanup-image /restorehealth, followed by another sfc /scannow, but the issue persists.
The CBS logs show errors:

Failed to clear CorruptionDetectedDuringAcr store corrupt flag (slow mode trigger). [HRESULT = 0x80070002 - ERROR_FILE_NOT_FOUND]

I would appreciate your help in resolving this problem.
I've attached the CBS and DISM logs for further analysis.

Step 1. Download

SFCFix and save it to your desktop.

Warning: This fix was written specifically for this system. Do not run this fix on another system.
  • Save any work you have open, and close all programs.
  • Download the attachment SFCFix.zip and save it to your desktop.
  • Drag the SFCFix.zip file over the SFCFix.exe executable and release it.

  • SFCFix will launch, let it complete.
  • Once done, a file will appear on your desktop, called SFCFix.txt.
  • Post the logfile (SFCFix.txt) as attachment in your next reply.


Step 2. Run the System File Checkeer and post the result. If it fails attach a new copy of the CBS log.

But I still can't install CU 03-2025.
I'm using WSUS. After downloading and installing the update, I reboot the system. However, once it starts up, the update history shows that a reboot is still required.
I tried deleting the registry key "Computer\HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Component Based Servicing\SessionsPending", but without success.

Please provide the latest CBS logs.

Upload a copy of the CBS folder
  • Open Windows Explorer and browse to the C:\Windows\Logs folder.
  • Right-click on the CBS folder and choose Send to > Compressed (zipped) folder.
  • Now the message will appear, "Windows cannot create the Compressed (zipped) Folder here. Do you want it to be placed on the desktop instead?"
  • Click on the Yes button here.

Is seems the update failed bacause of an policy issue (8024500C) - WU_E_REDIRECTOR_CONNECT_POLICY - Connections to the redirector server are disallowed by managed policy!

Are you able to disconnect this server from WSUS and try to update again using the regular Windows update channel.
 
I can't run Windows Update, and I have no internet access.
I tried a manual installation via DISM, and the same thing happened.
 
Please provide the latest CBS logs now you have tried to install the update with DISM.

  • Right-click ComponentsScanner.exe and select "Run as administrator", click Yes on the UAC (User Account Control) prompt which appears.
  • Follow the on-screen instructions.

Follow these instructions to install an update with DISM.
  • Open the Start menu of Windows and type CMD.
  • When you see Command Prompt on the list, select the option Run as administrator.
  • Copy and paste the following command into it, and press enter. (Leave the CMD window open!)

  • Now, download the following update (KB5053596) to: C:\WUTemp - Or copy this file from the download directory to C:\WUTemp. (Important!)

I removed the server from WSUS and was able to open the connections to the internet. Then, I installed the CU via Windows Update.
However, once back on WSUS, I encountered error 0x8024500C.
