Windows 7 Professional Upgrade to Windows 10 21H2 Fails

Installation fails for KB4516065. I tried also manually download KB4516065 from catalog.update.microsoft.com and installation fails.

CBS.log file expand in size from 37kb to 600mb

Install Update with DISM
  1. Download the update MSU here: https://catalog.s.download.windowsu..._b5614c6cea5cb4e198717789633dca16308ef79c.msu
  2. Copy the MSU file to a convenient location (such as C:\temp).
  3. Click on the Start button and in the search box, type Command Prompt
  4. When you see Command Prompt on the list, right-click on it and select Run as administrator
  5. When command prompt opens, copy and paste the following commands into it, press enter after each

    cd C:\temp
    replace C:\temp with your path if different

    expand windows6.1-kb4474419-v3-x64_b5614c6cea5cb4e198717789633dca16308ef79c.msu -f:* C:\temp

    DISM.exe /Online /Add-Package /PackagePath:C:\temp\windows6.1-kb4474419-v3-x64.cab

  6. You should receive the message:
    The operation completed successfully.
    Make sure to allow the computer to restart if prompted.
  7. If you receive any other message:
    Post a screenshot of the Commandprompt window.
    Zip and attach the file C:\Windows\Logs\CBS\CBS.log
 
Installed the MSU using command:

cd C:\temp

expand windows6.1-kb4474419-v3-x64_b5614c6cea5cb4e198717789633dca16308ef79c.msu -f:* C:\temp

DISM.exe /Online /Add-Package /PackagePath:C:\temp\windows6.1-kb4474419-v3-x64.cab


The operation completed successfully.


Restarted the computer

Uploaded cbs.log

Do you have access to another Windows 7 Professional SP1 x64 machine and with a Finnish language-pack installed ?
 
I have access to 4 another Windows 7 Professional SP1 x64 with Norwegian language-pack installed.
 
See if you can find these folders:

If so, copy them to another folder, zip the complete folders and attach the zip file to your next reply.

Something went wrong with both attachments. The folders and files are there but they are not valid.
Are you able to run a script on that machine to collect the requested information ?
