WIN will get you to START DESKTOP if you are in the WINDOWS DESKTOP

Personally, I position important tiles so that I do not need to scroll.

If you are in the WINDOWS DESKTOP, then you can always use ALT + F4 to bring up the familiar Shutdown dialog.

You can, and although it'll probably prompt you to end all running applications if you don't close all of your windows, Alt + F4 assumes that you have closed all windows first, unless you make sure that your desktop is the active object, and not any open application. Otherwise you'll just be closing the application which is active instead of going to the Shutdown dialog.

If you are at the Windows Desktop, and, not in an app, then you get the normal shutdown dialog. Try it.
 
I put this shortcut on my task bar (where the Start button used to be):

C:\Windows\System32\rundll32.exe powrprof.dll,SetSuspendState 0,1,0
Then a simple click puts the system to sleep.

Don't recall where I got it from, but there were also hibernate and shutdown shortcuts given.
FWIW - Sleep works much better in Win8 than it did in Win7 (for me at least).
