Microsoft Defender and Windows Firewall are disabled, because of the third party antivirus you have enabled.

However, the window should open.

Let's make a diagnostic check:

Download Farbar Recovery Scan Tool and save it to your desktop.

Note: You need to run the version compatible with your system. If you are not sure which version applies to your system download both of them and try to run them. Only one of them will run on your system, that will be the right version.

If your antivirus software detects the tool as malicious, it’s safe to allow FRST to run. It is a false-positive detection.

If English is not your primary language, right click on FRST.exe/FRST64.exe and rename to FRSTEnglish.exe/FRST64English.exe

  • Double-click the FRST icon to run the tool. When the tool opens click Yes to disclaimer.
  • Press Scan button and wait for a while.
  • The scanner will produced two logs on your Desktop: FRST.txt and Addition.txt.
  • Please attach the content of these two logs in your next reply.

Windows defender is now active.
It seems that eset (i have disinstall it since a long time ) was the cause of the probblem.

It was not actually a problem and that was told to you from the beginning of the topic. After we reinstalled the missing services (that was a problem), it was normal for the WD to be disabled, since another antivirus was installed.

What about System Restore?

You didn't reply about what the Tweaking.com resolved in your case.

I'm sorry, but I have to ask you about this. You have many programs in their "Pro" version (payed). Are they all legally activated?

Let's make this check:
  • Download CKScanner and save it to your desktop.
  • Doubleclick CKScanner.exe and click Search For Files.
  • After a very short time, when the cursor hourglass disappears, click Save List To File.
  • A message box will verify that the file is saved.
  • Double-click the CKFiles.txt icon on your desktop and copy/paste the contents in your next reply.
