do you still have any idea what could be done?
Or is the Windows on this VM gone for good and I should install and migrate?

Please open CMD as Administrator and enter the following:

Press Enter after each command.

Thanks should I restart or do anything or just try to start server manager after?

Did a run now errors shown.
I have attached the CBS.log

C:\Windows\system32>sfc /scannow

Windows Resource Protection did not find any integrity violations.

It reported no errors or something to repair.
I tried to start the Server Manager but still the same error also after reboot.

Well think this server is broken entirly. Thanks for your efforts don't want to waste more time of you.

One more thing I noticed the list of Hotfixes is empty PSH: Get-Hotfix nothing, also in the Control Panel under Installed Updates all empty..
