Windows Server 2016 - Windows update fails

Hi,

I have a Windows Server 2016 Standard that fails to install updates.
Tried sfc /scannow and Dism /Online /Cleanup-Image /RestoreHealth, SFC fails to even start, tried to set trusted installer start to auto and start the service (up and running);

As a measure of last resort, I even tried and in place upgrade but it also fails.
