That's odd, there's something really messed up. Are you able to clone this server, so we can safely test if a repair install will resolve all the issues?

I had thought of this option, but it is not quite possible at this moment...
 
Is it possible to leverage a fully working and patched Server 2019 with 8 different language as I show you in #15 as a source to try and repair the faulty one?
 
A repair install is the best option for now, otherwise you could try to reinstall all the language packs and then remove them again, but in the worst case it causes more problems.

No, because it does not contain the required components for the compromised server.

Edit:
And when we replace all the components for the different language packs it may also cause issues in the future, because they aren't installed correctly as it seems.
