Windows Server 2019 - component store has been corrupted

Hmm, this doesn't look good at all, so I would try to perform an in-place-upgrade at this stage.
  • Mount the Windows Server ISO and run Setup.exe.
  • Use the option Download updates, drivers, and optional features (recommended) and click Next.
  • Depending on your Windows Server version and license, you may see a screen prompting you to enter the licensing key.
  • In the next screen, select the image of the installed Windows Server edition and click Next.
  • Then accept the EULA. To perform a in-place upgrade, you need to check keep personal files and apps. Then click Next.
  • After clicking Next, an upgrade process will start checking for updates, when this is ready click install to start the in-place upgrade.

I am currently connected to the server remotely via AnyDesk, will this process break remote setup?

This is possible when the server fails to boot after the first restart. Another option is to image the current Server with Disk2vhd and to load that image in a local Hyper-V environment. Then you can safely try the in-place-upgrade to see if it will resolve all the issues.

I noticed that start menu wont open. Currently i dont restart server but, then i tried to install office and it installed without previours error)

Okay, then I would restart the server first when you also have physical access to the server as well!
