[SOLVED] Windows Server 2019 fail to update : Can not identify matching versions for component machine.inf.Resources culture [l:5]'ja-JP'

There appears to be about 17k corrupted payload files so the next fix batch is going to be very big (approx. 1.6GB)!

Could you please provide your latest COMPONENTS hive? It appears that DISM is still complaining about those corrupted payload files.
 
I can't see anything wrong in your COMPONENTS hive in relation to those payload files. This same issue has occurred with another user as well. Could you please open a command prompt window and enter the following command:

Please let me know the result. If it has successfully repaired everything, then please attempt to update but with a Process Monitor trace running again.

There appears to be 2k corrupted payload files - possibly - I say possibly because your registry keys for the parent components appear to be configured slightly different to mine so we'll change those first and then run SFC afterwards. I'll need to install a few missing language packs and then I'll be able to prepare a fix for you.

For your information only the English US language pack is installed on the machine, theses other languages come most likely from the Dell preinstalled OS.

The CBS log is pretty small (the Persist are from before the SFCFix).

Hmm, those files weren't present in latest CBS log so I wouldn't worry about those for now. Please find the SFCFix attached. Please run SFC again and if fails, then please provide the COMPONENTS hive along with the CBS log(s).

Good news as the update went trough this time (y)
I'm now trying to install the next one (KB5017315 Cummulative update 2022-09) but it's failing with 0x800f0986
Regarding the windows menu, either via the windows key or start icon it's not working anymore.
Every time it's pressed the following event log appear :
