Windows update completely broken

This week I noticed that Windows Update seemed stuck on a download. It was on 0% downloaded and not moving at all.
I Googled Windows Update issues and followed advice to reset Windows Update.
I tried the troubleshooter, sfc /scannow and more complex resets.
At some point along the way I started getting a the error "We couldn’t connect to the update service. ...".
Having tried everything else I could find I reinstalled from a Win10 .iso, but the error even survived that.
I am now stuck and I'm hoping that someone here can offer some clues. I have run through the forum instructions .

As an aside, my daughter has the same model of laptop and it is at the start of this process, stuck with a 2025-01 .NET preview downloading at 0%. I would like it to be up to date and reasonably secure but I don't dare touch it.

Reading this tenforums thread someone mentions that trying a different network resolved their issue. They were using a Vodafone router, as am I. Switching to a mobile hotspot (fortunately unlimited data), has allowed Windows update to connect.

and resetting my router seems to have got Widows Update working on my daughter's laptop.
