Windows10 Update failures

The manual install reported that the update is already installed, and exited.

Checked Windows Update, this update was the only update on the list, awaiting a restart to finish installation. After reboot, Windows Update reported everything up to date. But the update log reported that this update failed, and checking for new updates put this update back on the list.
 
OK, please do the following.

Remove Update Manually
1. Right-click on the Start
w8start.png
button and select Command Prompt (Admin)
2. When command prompt opens, Copy (Ctrl+C) and Paste (Right-click > Paste) the following command into it, then press Enter
wusa /uninstall /KB:3135174

3. Let me know if it says it was successful or if there are any errors.
 
OK, how about we just repair the OS. The best way to do this is as follows.

1. Download and run the Media Creation Tool.
2. Accept the License Terms.
3. Select "Upgrade this PC now" and let the install run through.

Once this is complete your OS should be fixed and all updates should work again. Let me know how it goes.
 
OK, next step would be to create a bootable USB drive and attempt the install from that. So I would follow the steps below.

1. Download and run the Media Creation Tool.
2. Accept the License Terms.
3. Select "Create installation media for another PC"
4. A couple screens later select USB flash drive. Make sure you have one plugged in to your computer at this point. Ensure there is no data on the USB drive that you need to keep.
5. Click Next and go ahead and create the install media on the USB drive.
6. Now, reboot your machine in to a Clean Boot state by following the instructions in the link below.

7. Now attempt the install by running the setup from the USB drive.
