It said the operation completed successfully but did not prompt for a reboot.

I will reboot after I attach this log. I will let you know if anything has been fixed.

Let's try uninstalling instead.

DISM.exe /Online /Remove-Package /PackagePath:C:\temp\{update name}.cab

Does DISM still function? Try running the removal again, if possible.

As always, make sure there is a known good backup before making the attempt.
