[SOLVED] WS2016 Update error 0x80070003 and DISM error 1734 the array bounds are invalid

There are still several values that have not been removed, could you please try to remove the following value manually.

1. Navigate to the registry key below.
2. Delete the highlighted value (Package_8872_for_KB5008207~) and let me know the result.

Is there software installed that prevents registry changes from being made? If not please try to remove this value from safe mode.
 
Could you please provide a copy of the SOFTWARE hive, then I can remove all the values offline and provide the modified hive file as replacement.

Retrieve SOFTWARE Hive
Note: The SOFTWARE hive has confidential and sensitive information in it so please send me a PM with a link to that particular hive so it's not in the public form.
  • Please download the Freeware RegBak from here: Acelogix Software - Download products
    You will find it at the bottom of the page that the link brings you to.
  • Go ahead and install this program and accept all the defaults. After the last install screen the program should open.
  • Click the New Backup button. Accept the defaults and simply click Start.
  • When it says Finished successfully, click the Close button.
  • This will bring you back to the main screen of the program. You will see one entry in this list with the date that you did it. Right-click on this line-item and select Explore Backup...
  • This will bring you into the folder where the backup was made. You should see a Users folder and a Windows folder along with a couple other files. Double-click on the Windows folder to open it. Then open the System32 folder and then config folder. You should see around 6 files in here, one of which is named SOFTWARE.
  • Copy this file to your Desktop.
  • Now right click on the file on your desktop and select Send to > Compressed (zipped) folder.
  • Then please upload the zip file(s) to your favourite file sharing website (it will be too big to upload here). Examples of services to upload to are Dropbox or OneDrive or WeTransfer and then just provide the link in your reply.
  • You can close any open windows you have as well as the RegBak program now.
 
Addendum:

I have created another script to remove the problematic values, we could try this first before modifying the software hive offline.

  • Save any work you have open, and close all programs.
  • Download the attachment SFCFixScript.txt and save it to your desktop.
  • Drag the SFCFixScript.txt file over the SFCFix.exe executable and release it.

  • SFCFix will launch, let it complete.
  • Once done, a file will appear on your desktop, called SFCFix.txt.
  • Post the logfile (SFCFix.txt) as attachment in your next reply.

Thanks, let's try the fix above first. If this will fail as well I will provide a modified hive file.
 
It seems SFCFix completed succesfully, only the values for KB5008207 needed to be removed not the values for other packages and KB numbers.

Please run the following DISM command and post the result. If it fails attach a new copy of the CBS log.

Good morning. Update KB5022289 is still not installed.
Installation error: The following update cannot be installed due to error 0x80070003: Cumulative update for Windows Server 2016 for systems based on x64 processors, 2023 01 (KB5022289).

Please attach the following logfile.
  • Open Windows Explorer and browse to the C:\Windows\INF folder.
  • Right-click on the file setupapi.dev.log and choose Send to > Compressed (zipped) folder.
  • Now the message will appear, "Windows cannot create the Compressed (zipped) Folder here. Do you want it to be placed on the desktop instead?"
  • Click on the Yes button here.
