Just to back-track for a moment - for the benefit of anyone else reading this thread:
The Win8 refresh and reset options are built into the running Win8 system - as Go The Power posted above

So I'm not sure why you were attempting to use the Win8 DVD (or ISO on a USB) to initiate the refresh or reset.
This would only be required if the running Win8 system was so screwed it could not run these built-in options or would no longer boot.
Dealing with your current situation - with Windows wiped and re-installed, but updates still blocked
You do not give any details as to which version on Win8 you installed or what updates you attempted to install.
Without specific information it is impossible to give any meaningful assistance.
Have you managed to get Win8.1 installed - or just Win8 ??
Has Windows Update managed to install any updates at all?
What updates are failing to install and getting reverted?
I would try selecting just one update at a time as a test
If you really do have a clean, virgin install of Win8 or Win8.1
- I think you need to eliminate a possible hardware fault before going any further
I did once have a similar problem which turned out to be due to a faulty CPU
- one of the two FPU's (Floating Point Units), aka Numeric Co-Processors on a dual core CPU was giving random errors.
This resulted in cryptographic errors when attempting to verify any Digitally signed files
The first evidence of this fault was when attempting to use Windows Update
The only clues as to what was causing the problem were in the Application Event Log with the following details
Error logged by: ESENT
EventID: 399 Database Page Cache - bit error corrected
EventID: 474 Database Page Cache - checksum error
page read from the file "C:\Windows\SoftwareDistribution\DataStore\DataStore.edb" ..... failed verification.
page read from the file "C:\Windows\system32\CatRoot2\{xxxxxxxxxxx}\catdb" .... failed verification.
This problem is likely due to faulty hardware and may continue.
Transient failures such as these can be a precursor to a catastrophic failure in the storage subsystem
