1. Environment: Windows 8.1 Pro with Media Center (MC disabled) x64
2. Windows Update degraded to the point that it will only attempt to install one update at a time and always goes into a loop attempting to remove failed update.
3. Windows Update troubleshooter repeatedly finds the same three issues, says it fixed them, but WU remains broken.
4. SFC /scannow runs clear/clean
5. DISM /online /cleanup-image /restorehealth fails dues to inability to access source (WU) files
6. CBS.log shows that five files are "corrupt" due to missing payloads. All five files are contained by the WinSXS folder "wow64_adobe-flash-for-windows_31bf3856ad364e35_6.3.9600.16407_none_270c708771a3c5dc", which includes one set/versions of the various FlashPlayer components.
7. Ran SFCFix.exe. It craps out after starting the DISM cleanup with same error message regarding inability to access source files. No log file opens or is created.
8. Fan SFCScriptFix, which produced the following log file contents:
SFCFix version 2.4.3.0 by niemiro.

Looks good. You should be all set. There's one remaining however this is a known issue and Microsoft is working on a fix. It doesn't cause issues with Windows Updates. More info below.
Code:
(p) CSI Payload Corrupt amd64_microsoft-windows-u..ed-telemetry-client_31bf3856ad364e35_6.3.9600.17807_none_910ac2c6daa01c43\telemetry.ASM-WindowsDefault.json

This update contains the following two manifests that are occasionally updated by the Diagnostic Tracking Service:

telemetry.ASM-WindowsDefault.json
utc.app.json

The two files are marked as static files in the update. When an advanced user runs the System File Checker Tool (sfc.exe), the files are unintentionally flagged as corrupted. There is no impact or corruption on a device that is running this update, and this issue will be fixed in a later service update.

Yes, I read about that MS Diagnostic issue last week.

That SFCFix program is "magic"! Thanks so much for your expertise and assistance in applying it to my issue.

I'm back with continued Windows Update issues. There were approximately 30 "important" updates waiting, one from March, most of the rest from May 12 and today. All but eight installed successfully, however, those eight generated the "we couldn't complete the updates, undoing changes loop" originally mentioned when I initiated this request for assistance. I tried downloading the oldest one directly from MS and installing it, but got the same result.

How should i proceed?

Let's start with a fresh log. Please do the following.

Interesting. I ran it last night before going to bed and it appears to have done a good bit of cleanup. Ran it again now at your request and it reports zero corruption...
