COMCTL32.dll is either not designed to run on Windows or it contains an error. Help!

Ok so here we go. Ill say everything I have done and results. First off I'm new here and greatly appreciate any help. I have had this issue for months. I can not find my Windows CD so I'm trying everything I can before buying windows again. I can not open any programs except for a select few like windows defender and same goes for downloading stuff. Whenever I try and open anything I get the, "COMCTL32.dll is either not designed to run on Windows or it contains an error."

SFC /scannow - Windows Resource Protection could not start repair service. I also did it in safe mode.

DISM /online /cleanup-image /restorehealth - %1 is not valid Win32 application.

Windows update -
Feature update to Windows 10, version 1803 - Error 0x800700c1

Check Disk - Just fails.

Also I was reading other posts and downloaded the SFCFix files and when I try to drop the zip onto the exe I get, "The application has failed to start because its side-by-side configuration is incorrect."

Can anyone help me get through this? My pc is useless atm, all I can do is surf web and stream.

Step#1 - DISM /RestoreHealth Scan

Warning:this fix is specific to the user in this thread. No one else should follow these instructions as it may cause more harm than good. If you are after assistance, please start a thread of your own.


  1. Right-click on the Start button and select Command Prompt (Admin)
  2. When command prompt opens, Copy (Ctrl+C) and Paste (Right-click > Paste) the following command into it, then press Enter
    Dism /Online /Cleanup-Image /RestoreHealth
  3. Once it finishes, copy and paste the following into the command-prompt window and press Enter. If prompted to overwrite the existing file go ahead.
    copy %windir%\logs\cbs\cbs.log "%userprofile%\Desktop\cbs.txt"
  4. Once this has completed please go to your Desktop and you will find CBS.txt => Please zip/upload to this thread.
    Please Note:: if the file is too big (over 7MB) to upload to your next post, please upload via a service and just provide the link.
 
All the same. I guess we'll have to dig deeper.

FRST Fix
NOTICE: This script was written specifically for this user, for use on that particular machine. Running this on another machine may cause damage to your operating system
1. Download attached file and save it to the Desktop.
Note. It's important that both files, FRST64 and fixlist.txt are in the same location or the fix will not work (in this case...the desktop).
2. Run FRST64 by Right-Clicking on the file and choosing Run as administrator.
3. Press the Fix button just once and wait. If for some reason the tool needs a restart, please make sure you let the system restart normally. After that let the tool complete its run.
4. When finished FRST64 will generate a log on the Desktop (Fixlog.txt). Please post the contents of it in your reply.

Heres the fixlog. Just so you know I will be glued to this for however long it takes. So if you ask me to try something I will do it within 5-10 mins.

GSmartControl
Follow the instructions below to test your hard drive health with GSmartControl:



  • Download GSmartControl and save it on your Desktop;
  • Execute gsmartcontrol.exe; Let the install complete and launch the programme.
  • Identify your drive in the list, and double-click on it to bring up it's window (usually you'll find your drive by it's size or it's brand name);
  • Go in the Perform Tests tab, then select Extended Self-test in the Test type drop-down list and click on Execute (this test can take a few hours to complete);
  • Once the test is over, the results will be displayed at the bottom of the window. Please copy and paste these results in your next reply;
  • Also, go in the Attributes tab and if you have any entries highlighted in red or pink, take a screenshot of the GSmartControl window and attach it in your next reply;

I cant install it. I get the bad image comctl32.dll error everytime. I was amazed I was able to open up those other programs.
 
No just whatever was on Windows 10. Windows Defender Security Center. I never installed any 3rd party antivirus.
 
Step#1 - FRST Scan
1. Please download Farbar Recovery Scan Tool and save it to your Desktop.
Note: You need to run the 64-bit Version so please ensure you download that one.
2. Right click to run as administrator. When the tool opens click Yes to disclaimer.
3. Please ensure you place a check mark in the Addition.txt check box at the bottom of the form before running (if not already).
4. Press Scan button.
5. It will produce a log called FRST.txt in the same directory the tool is run from (which should now be the desktop)
6. Please attach the log back here.
7. Another log (Addition.txt - also located in the same directory as FRST64.exe) will be generated Please also attach that along with the FRST.txt to your reply.
 
Also I dont know if it means anything but during that scan I was getting bad image errors.
 
I see that some Trojans were picked up in the past by Windows Defender. I will advise you to start a thread in our Security Arena and Copy/Paste the FRST and Addition logs there for our malware specialists to check them. Once they clear you, please come back here and we'll continue troubleshooting.

3. Run FRST64 by Right-Clicking on the file and choosing Run as administrator.
4. Press the Fix button just once and wait. If for some reason the tool needs a restart, please make sure you let the system restart normally. After that let the tool complete its run.
5. When finished FRST64 will generate a log on the Desktop (Fixlog.txt). Please post the contents of it in your reply.
