[SOLVED] [7SP1Ult x64] Unable to update optional updates.

OK. So I tried a few things. I did create an AMD folder when I extracted the .exe but there were many msi files so I didn't know which one to use. Instead I tried to uninstall amd via programs list but when the amd software was uninstalling the screen went black, the monitor was still on. So I had to force a reboot after awhile. So I used the troubleshooter from MS that you provided and uninstalled amd branding and amd user experience program installer. Again I used the programs list to uninstall but now the screen didn't go black but the progress bar got stuck at about 10% or so.
 
I installed win7-64bit-radeon-software-adrenalin-edition-18.2.2-feb12.exe but this time I double clicked the setup.exe in the AMD folder (always with av off). Also this time I didn't install relive feature of the software it restarted well. When I check to AMD Radeon settings I see that it states that I have installed 17.50.17.04-180206a-32406... and that the 18.2.2 is recommended but according to windows programs list I already have 18.2.2. I think this is why they all seem to recommend clean install. Incidentally amd software has a clean uninstall feature but that's the time I used it and thescreen went black or dark. Streaming video on any browser still seems to be video slicing present slightly on top.
 
I have managed to install 18.2.2. I am still having some video slicing issues on video files and video streaming. I had to install an old version first that I had and it seems that using the AMD software's "clean uninstall" or "clean install" makes the screen go dark. So I used Guru's uninstaller in safe mode and managed to go from 17.2.1 to 18.2.2. But Radeon settings is stating that I should install 18.2.1 when I already have 18.2.2. Also just as a note: 16.60.2011.170210a-311203C-ATI is recognized as 17.2.1 in Radeon settings with DISPLAY DRIVER as 21.19.519.2 and as 9.0.000.8 on windows programs list. Also 17.50.17.04-180206a-32406a-324067E-RadeonSoftwareAdrenalin is recognized as 18.2.2 on Radeon settings with DISPLAY DRIVER 23.20.15017.4003 and 18.2.2 on windows program list.
 
What software are you referring? Because I use Klite but I don't think that effects web browsing.
 
All browsers:Chrome, Firefox, Opera. I don't like IE. I use MPC-HC64 it comes with klite codec pack. I was thinking if flash may cause problems.
 
I uninstalled all Adobe except for Adobe AIR and Adobe Acrobat Reader DC. No difference in Chrome.
