Ok, I don't see signs of malware on the logs so lets try working on the Windows problem.


Try to run SFC /scannow again and post the new CBS log please.


If SFC doesn't run try DISM /Online /Cleanup-Image /RestoreHealth and tell me the result

Lets try another tool...

Download Windows Repair (All-in-One) Portable
  • extract the tweaking.com_windows_repair_aio.zip to c:\Windows\TEMP the zip will extract to a folder called Tweaking.com - Windows Repair
  • execute the file Repair_Windows.exe from the Tweaking.com - Windows Repair folder, accept the Security warning and the EULA
  • click the button Jump To Repairs
  • click the Open Repairs button to access the following screen:
    WindowsRepair.png
  • click the box All Repairs to uncheck all the box's
  • check only the following box's:
    • 01 - Reset Registry Permissions
    • 02 - Reset File Permissions
    • 03 - Reset Service Permissions
    • 04 - Register System Files
    • 10 - Remove Policies Set By Infections
    • 25 - Restore Important Windows Services
    • 26 - Set Windows Services to Default Startup
  • check the box Restart/Shutdown System When Finished > Restart System
  • click the Start Repairs button

After this try to run sfc /scannow

Sorry for the late reply, been busy at work.
The repair is stuck at "Remove Policies Set by Infections" for several hours. Will try to do it in Safe Mode on Monday.

Please repeat the steps but without checking the option "10 - Remove Policies Set By Infections"


After the System Restart run the Tweaking tool again but this time only with the option "10 - Remove Policies Set By Infections" let me know the result.

So I did them separately as you told me to. Option 10 went through as long as Avast is disabled, but the sfc command still wouldn't work.

Lets see if we can found what is happening...

Step#1 - Capture Process Monitor Trace

  • Download Process Monitor and save it to the Desktop
  • Open an elevated Command Prompt
  • Run Process Monitor from the Desktop. Leave this running while you perform the next steps
  • Return to the Command Prompt and run sfc /scannow just like you have in the past
  • Stop Process Monitor as soon as sfc fails with "Windows Resource Protection could not start the repair service." You can simply do this by clicking the magnifying glass on the toolbar as shown below.

  • Select the File menu...Save... and save the file to your Desktop. This is likely the default location. The name (unless changed) will be LogFile.PML. This is fine.
  • Zip up and attach the LogFile.PML file as well as your CBS.log.

Hi,

From a Command Prompt running as Administrator execute the following:
reg delete HKLM\SOFTWARE\Policies\Microsoft\Windows\WindowsUpdate /v DisableWindowsUpdateAccess /f

After this restart the computer and try to run SFC and also install Windows Updates.

Please report the result.

The command was executed successfully, restarted the machine, the SFC still failed with the same error, while Windows Update were successful except for 2 items:
1. Update for Microsoft .NET Frameworks 3.5 for x64-based Systems (KB3005628) Error Code 3
2. Definition Update for Microsoft Defender Antivirus (KB2267602) Error Code 80070241
