Your link just showed no server 2012 option, so I searched for a method, and my only results from a search was how to boot to safe mode
 
Your link also talks about disabling all non-microsoft services. Is there a way other than making a note of every single one of these to put them back in the same state after the troubleshooting?
 
Same outcome. Now excuse me while I go back through 37 services lol

Side question. Several posts back you guided me through installing a couple of updates manually via command line. Would it hurt to try it with this one?
 
No, but that would not work, because the updates do actually install, and fail on reboot, so it's likely a driver of some sort interfering. The first suspect is always the AV because it has kernel level access due to its driver being integrated into the kernel of the OS.
 
A few more questions:

1. What OS?
2. Is it fully patched?
3. What AV is installed on the host if any?
4. What AV exclusions are set (only if AV is installed)
5. What is the make/model of the server?
6. Where are the VMs stored? Is it local storage on the HyperV server, iSCSI target or something else?
7. How much memory, CPU cores, HDDs does the host have?
8. Has the memory been tested?
