[SOLVED] Add/remove roles or features fails in Windows Server 2016

I only installed English when I first set up the server. But at some point trying my own troubleshooting I noticed there were 3 language pack folders in the Windows folder (fr-FR, it-IT, ko-KO) so I added those 3 as languages and was surprised to see there was already an 'uninstall this language pack' option for each of them. I uninstalled the language pack and removed all 3 language options as well thinking it might resolve the error.

3. Save any open documents and close all open windows.
4. On your Desktop, you should see two files: SFCFix.exe and SFCFixScript.txt.
5. Drag the file SFCFixScript.txt onto the file SFCFix.exe and release it.
6. SFCFix will now process the script.
7. Upon completion, a log should be created on your Desktop: SFCFix.txt.

Actually, I am going to need one more piece of info:

Please do the following.

1. Click your Start button and type cmd in the search box. Right-click on cmd from the search results and select Run as administrator. Answer Yes if the UAC prompt comes up.
2. Copy/Paste the following in to the command-prompt window and hit enter.
wmic qfe list brief /format:texttablewsys > "%USERPROFILE%\desktop\hotfix.txt"

3. This will create a file on your desktop named hotfix.txt. Please attach this to your next reply.

Do the following again:

Step#1 - Capture Process Monitor Trace
1. Download and run Process Monitor. Leave this running while you perform the next steps.
2. Try enabling the feature just like you have in the past.
3. Stop Process Monitor as soon as it fails. You can simply do this by clicking the magnifying glass on the toolbar as shown below.

4. Select the File menu...Save... and save the file to your desktop. This is likely the default location. The name (unless changed) will be LogFile.PML. This is fine.
5. Zip up and attach the LogFile.PML file as well as your CBS.log

Interesting, the error code on the install changed. I don't think the error codes are that helpful but in case I'm wrong it's now 0x800f081f.

1. Right-click on the Start button and select Command Prompt (Admin)
2. When command prompt opens, Copy (Ctrl+C) and Paste (Right-click > Paste) the following command into it, then press Enter
   Dism /Online /Cleanup-Image /RestoreHealth
3. Once it finishes, copy and paste the following into the command-prompt window and press Enter. If prompted to overwrite the existing file go ahead.
   copy %windir%\logs\cbs\cbs.log "%userprofile%\Desktop\cbs.txt"
   
4. Once this has completed please go to your Desktop and you will find CBS.txt => Please zip/upload to this thread.
   Please Note:: if the file is too big (over 7MB) to upload to your next post, please upload via a service and just provide the link.

Interesting, I thought it was going to work this time because the installer got further past than it was but it errored out, this time without any error code just a description of not being able to find the source files. CBS.log attached.
