[SOLVED] cannot create system restore point after defragmentation

Open msconfig (from start - run, or a simple command prompt or an elevated one, I think it's the same in all cases) and make screenshots of general and boot tabs (and post them here):

Select normal startup, click ok, reboot.
Let us know if it refuses to remain in normal startup, or if it returns to selective startup (after you rebooted).
 
it stays in selective start up but the start programs are increased and all the services on start up are check now.
 
no system, restore does not work and the sfc cannot start repair service and my updates are not installing
 
Open an elevated command prompt and type these commands:
powershell
Get-Service |select -property name,starttype,status,displayname | out-file $env:USERPROFILE\desktop\ServicesList.txt

You should find ServicesList.txt on your desktop.
Upload it here and post another screenshot of your msconfig general tab.
 
I put msconfig back to the original state that I had it, if you want me to put the msconfig back to normal startup let me know.
 
It should be selected normal startup, or selective startup with all checkboxes ticked.
Did you disable any windows services through windows itself or through other programs?
 
It is not... The "load startup items" should have the little v in it, currently it has got a little square (that's an indeterminate status).
And if "normal startup" radio button were selected, it would obviously be better.

this is the way it looks when I hit the normal startup after I hit apply and okay the settings shift to what you see.

Re-try the tweaking.com repair list BrianDrab gave you in your other thread (click)

This time I'd add 19 (volume shadow copy service), 26 (important windows services) and 27 (windows services default startup).
In order:
- tweaking.com step 1
- Reboot to safe mode: log on with an administrator account
- Run the tweaking.com repairs
- Reboot to safe mode: log on with an administrator account
- Run the tweaking.com repairs
- Reboot to normal mode and verify system restore and sfc
