Yes, you would be able to do that because you would create one via Media Creation Tool which you can use to create a bootable USB device or a clean install of the system.

Did a clean install of Windows 7 and installed all the updates. Then I tried to upgrade to Windows 10 once again and it failed the same way as before, with the message saying "windows could not configure one more system components". Now I've gotten a blue screen error but am just going to reinstall Windows 7 once again.. Could this have anything to do with my PC build by any chance? Could there be something not plugged in properly that would cause this error? If not, how do I fix it otherwise?

You are receiving BSODs after a clean install? Then, you may be looking at hardware failure. Please start a thread in our BSOD forum.
