Diagnostic Policy Service stopped working-no internet access

Hi, on the errant computer go to start search and type:- cmd, right click on the returned cmd.exe and select "run as administrator" a command prompt will open, copy and paste the following cmd in red:-

echo > 0 & net start >> 0 & sc qc DPS >> 0 & sc queryex DPS >> 0 & echo >> 0 & notepad 0

Press enter, (to get the copy paste just highlight the above text in red with your mouse and then within the highlighted text right click and select copy, now when you open a command prompt (as shown) you will see a flashing cursor right click anywhere in the command window and select paste, your cmd will fix to the cursor, pressing enter will open a notepad with data please post this data here.




 
I'm not on the computer that's having the problem. That one has Windows 7 on it,is there a way I can change the commands to red letters,I tried to just change the color of the text but that didn't work. Thank you
 
One more check CherylG. Please do the following. This is more of a double-check. I just want to ensure you have no Windows Update/Servicing issues that are apparent.

SFC Scan

  1. Click on the Start
    Start%20Orb.jpg
    button and in the search box, type Command Prompt
  2. When you see Command Prompt on the list, right-click on it and select Run as administrator
  3. When command prompt opens, copy and paste the following commands into it, press enter after each

    sfc /scannow

    Wait for this to finish before you continue

    copy %windir%\logs\cbs\cbs.log %userprofile%\Desktop\cbs.txt
  4. This will create a file, cbs.txt on your Desktop. Please attach this to your next post.

Ok,I'll go do it now. My computer also keeps having a light run thru the screen like it's trying to do something but I don't know what. It's been doing that now for a few days. Thank you!

Hi CheryLG, the cmd does not need to be in red, (cmd prompt is colorblind). I used red to simply highlight the cmd. Just copy and paste the cmd into the open command prompt window (as explained in my post 21)

Hi, the sc cmd gives an exit code 5 this means access denied (permissions problem). I also note that windows firewall is not active and dhcp client is also missing. Does your version of AVG have a firewall?

This can be fixed though you might want to get someone comfortable within the registry to assist you, it involves using your user account and giving it permission, in a number of keys. I will make it as easy as I can for you, I need the answer to the above question first.
 
Hi, lets get rid of AVG, you will need to download this onto another computer then put it onto a flash drive(usb stick) and install it on the errant computer:-

Download tools and utilities | AVG

After this restart computer and then please run this cmd on the errant machine:-

net start > 0 & notepad 0 (press enter) please copy the notepad outcome here
