[SOLVED] DISM restorehealth Error 0x800f0906 The source files could not be downloaded.

The icon problem happens with any file or only on some folders? it also afects recently downloaded files like tweaking.com_windows_repair_aio for example?
 
It happens with all files. Also it does not display the thumbnail of the selected file in the left bottom corner of the status bar in Windows Explorer. Check it out:

It happens with all files, new downloaded everything.

The usual solutions being Go to Folder Options -> Display File Icon on Thumbnails and System -> Advanced System Settings -> Performance Options -> Show thumbnails instead of icons.

No I've already tried all that; they were fine. There is something else corrupted in my settings, possibly registry settings. It has to be.
 
More info:

For non-pictures and non-videos they don't show up when the view options is larger than Medium Icons. For example here's how the recently downloaded folder looks "Tweaking.com - Windows Repair" looks like when the View options is set to "Medium Icons" (typically I have the view settings of all non-picture or non-video folders to "details" so that doesn't bother me much but for demonstration sake I made it equal to "Medium Icons" now):

Same with larger icons - nothing shows up but the text-caption.
 
By the way the same view appears when I'm in a program and I "Browse" to search File explorer for files or folders.

As I said it happens everywhere, every user, even new users (I tested it by creating new user).

Safe mode or not, anyplace - anywhere.
 
What is your screen resolution and the DPI value?

What happens if you open the Tweaking folder inside the TEMP folder and use CTRL + mouse scroll to adjust the icons size?
 
My resolution is 1920x1080 (native). I don't know how to find DPI.

They increase (scroll up) or decrease (scroll down) in size normally. However, as I said above if they go above a certain size their icons don't show up at all.
 
Same behavior with other related thumbnail viewer stuff like Control Panel -> Fonts:

Can you check the Tweaking folder for the log generated by the tool and attach that to your post.
 
The tool didn't delete one file lets use FRST to do it.

    and choose Run as Administrator. Make sure all other windows are closed.

I've browsed around the internet a lot for this.
The only thing I haven't tried was one suggestion that apparently seemed to help a lot of people no matter how weird it sounds. And that is to uninstall Java 8. I'm tempted to try that..

I'm hesitant only because I need Java 8.
 
I read that also and found it a strange solution!

Is not a difficult test to remove Java temporary and see what happens...

Found one tip I want to check...

I did uninstall Java and nope.. It didn't help.
