Check for updates.

Install updates. Everything failed.
I start installing one by one. First updates to dotNet (KB4481480 & 1).
The updates are successful!
Go ahead, monthly security updates (from 07-2018 to 01-2019) - failed.
Trying one by one, succeeds.
Except for the latest update (KB4480970), it failed repeatedly

At what point did they fail? Was there an error code or did they fail at configuration? If they failed at configuration, please provide setupapi.dev.log as well.
 
After installing updates, restart, count up to 15% or 30%, turn off, turn on, count up to 15% configuration, then "Failure configuring windows updates reverting changes".
So in all servers.

Based on the logs the updates are failing because something (some background service) is requesting access to StaticCache.dat file which causes the update to fail.
