[SOLVED] Finally forced to move to 10. Errors involved

Didn't know it would make a difference
A shortcut to a file on a local computer or local network only works on that local computer or network. On a public network like the internet the file the shortcut is pointing to cannot be found.

The file cbs.log rolled-over so it isn't useful.
Please attach the most recent file called "C:\Windows\Logs\CBS\CbsPersist_<date><time>.cab"

Install Update with DISM
  1. Download the update MSU here: https://catalog.s.download.windowsu..._b5614c6cea5cb4e198717789633dca16308ef79c.msu
  2. Copy the MSU file to a convenient location (such as C:\temp).
  3. Click on the Start button and in the search box, type Command Prompt
  4. When you see Command Prompt on the list, right-click on it and select Run as administrator
  5. When command prompt opens, copy and paste the following commands into it, press enter after each

    cd C:\temp
    replace C:\temp with your path if different

    expand windows6.1-kb4474419-v3-x64_b5614c6cea5cb4e198717789633dca16308ef79c.msu -f:* C:\temp

    DISM.exe /Online /Add-Package /PackagePath:C:\temp\windows6.1-kb4474419-v3-x64.cab

  6. You should receive the message:
    The operation completed successfully.
    Make sure to allow the computer to restart if prompted.
  7. If you receive any other message:
    Post a screenshot of the Commandprompt window.
    Zip and attach the file C:\Windows\Logs\CBS\CBS.log
 
You made a typo, forgot the red marked text below.

Please redo the previous instructions.
 
Check for Windows Updates again.
Please report the result before you install any update.
 
Try to install the Windows Update "2019-09 Security Monthly..." again and report the result.
 
Copy the file C:\Windows\Logs\CBS\cbs.log to your desktop.
Zip the copied file and attach the zipped cbs.log to your next reply.
 
FRST Scan:
  1. Download the Farbar Recovery Scan Tool and save it to your Desktop:
    64-bit: Downloading Farbar Recovery Scan Tool
    Note: Your antivirus program may report FRST incorrectly as an infection. If so, disable the real-time protection when downloading and running FRST.
  2. Download the attachment fixlist.txt and save it to your desktop.
  3. Right-click on FRST64.exe and select "Run as administrator".
  4. Press the Fix button.
  5. The tool will now process fixlist.txt.
  6. If for some reason the tool needs a restart, please make sure you let the system restart normally. After that let the tool complete its run.
  7. When finished, a log called Fixlog.txt will appear in the same directory the tool is run from.
  8. Attach the logfile Fixlog.txt to your next reply.

I have no idea what's going on with it this time. I don't know if that previous file in temp is messing something up or not

It looks like file windows6.1-kb4490628-x64_d3de52d6987f7c8bdc2c015dca69eac96047c76e.msu isn't downloaded correctly or isn't copied successful. The size should be 9.321kb, not zero.
Remove the previously downloaded file, then download it again.
Next, try to install it again as mentioned in message #35.
 
It took this time. For some reason it marked that as a suspicious file and not the one you suspected and I didn't notice at first.
No restart prompted.
 
Restart the machine.
Try to install the Windows Update "2019-09 Security Monthly..." again and report the result.
 
Somehow that specific one is missing. I also do not see it in the update history. This is after the restart of course
